Abstract

The increasing complexity of regulatory frameworks governing data processing, combined with the growing adoption of artificial intelligence in data engineering workflows, has created unprecedented challenges in maintaining compliance while leveraging automation. This research investigates the design and implementation of human-in-the-loop artificial intelligence systems specifically architected for regulatory-compliant cloud data engineering. The study examines how human oversight can be systematically integrated with AI automation to ensure that data processing activities meet stringent regulatory requirements including GDPR, HIPAA, and industry-specific mandates while maintaining operational efficiency. Through comprehensive analysis of regulatory requirements, AI capabilities, and compliance challenges, this paper presents an integrated framework that combines intelligent automation with structured human intervention points to achieve both productivity gains and regulatory adherence. The findings demonstrate that properly designed human-in-the-loop systems can reduce compliance violations by approximately 85% while maintaining 70% of the efficiency gains that fully automated approaches promise. This research contributes practical architectural patterns and governance frameworks that enable organizations to adopt AI-driven data engineering while satisfying auditors, regulators, and stakeholders that appropriate human oversight exists.
