Abstract

This research is motivated by the weakness of environmental management policies due to the exploitation of the Gunung Botak gold mine, characterized by low coordination and communication, sectoral egos, the absence of regional government initiatives to formulate strategic steps and weak support and commitment to shared awareness in the formulation of environmental management policies in Buru Regency. The research focused on the TBI-Approach theory from Kadji (2016) which includes the dimensions of the top-down approach, bottom-up approach, and integrated approach. The purpose of the research was to analyze the factors that cause weak environmental management policies and the effective formulation model of environmental management policies due to the exploitation of the Gunung Botak gold mine in the residential area of Buru Regency. The research method used is descriptive research with a case study approach. Data collection techniques include in-depth interviews, literature review, and observation. Data analysis uses Soft Systems Methodology (SSM). The results of the study explain that the formulation of environmental pollution control policies due to the exploitation of the Gunung Botak gold mine in the residential area of Buru Regency in the bottom-up approach and integrated approach dimensions is good, while the top-down approach dimension needs attention. The formulation model of effective environmental pollution management policy due to the exploitation of the Gunung Botak gold mine in the residential area of Buru Regency is through strengthening the top down, bottom up and integrated approach dimensions which are strengthened by leadership components as a research novelty in an effort to realize the formulation of effective environmental pollution management policy due to the exploitation of the Gunung Botak gold mine in the residential area of Buru Regency, Maluku Province.
