The Constraints On Administrative Control Freedom: A Comparative Study

After achieving a balance between administrative control powers and rights and freedoms, which are legitimate demands of society's individuals, whether in normal circumstances or in exceptional circumstances faced by the state, maintaining public order is necessary for a secure life. Therefore, it can be said that there are no freedoms without limits, and no authority without limits. Improper use of freedom leads to chaos in society, just as arbitrary use of authority under the pretext of maintaining public order leads to the oppression of society. However, if there is a kind of balance between administrative control authority and public freedoms, it leads to achieving a state of justice, equality, and democracy. Therefore, the judiciary must play its active role in supervising administrative control authority to prevent it from deviating when performing tasks to maintain public order.
